Not rly its just a skill to help send ppl off running and to stack with fast AS and cd should be like 345 so you have 300 until u get it again

can he move?

After he casts yes but if ppl are surrounding him in a circle he would have to kill them and then move out of the cricle which woulda kinda trap him in....
