He is just saying that we should be able to vote for things. There will be no banning w/o a counsil meeting.
All new rules and ideas will be run through the counsil first.
Its basicly to stop any one person from having too much power

Here's an idea: We don't have admins besides a few very special people.

There are a few groups that are considered the site runners, who do all the discussion of who should be banned, etc. This way no one has powers that they can abuse. Some people will be moderators.
